How a teacher get pay ? Well because there is no ban kit is kind of hard…
When the money is released from Kinshasha for the territory of Basankusu,
they put it on a boat and after 3 weeks of navigation it might arrive in Basankusu. This wood boat is full of bills. A teacher get pay 45000 Franc = 40 dollars, the biggest bill they have is 500Franc, and 3000 teachers (it is for the whole territory=2 times as big as Belgium). I let you imagine the volume of bills…
The coordinator of catholic school goes and take his boxessss of money for his teachers~1000
Each director of school comes to the coordination to take the box for his school (due to the dimension of the territory some of them have 5 days of pirogue (wood boat with any engine) of 5 days of bicycle to get to Basankusu…)
And then the money is distributed to the teachers…
Between the point 1 and 4, have many bills disappear??? Whell … a lot… I never saw a teacher with more than 40000 at the end in his hand…
Let me tell you the story of last week. 4 state controllers came to Basankusu to control the way of distributing this money to the teachers. During the 24h they were here, a few million disappear from the boxes and nobody saw anything, and they took from each teacher salary 1500 Franc for the food and lodging in Basankusu. (1500*3000=4 and half million franc …they stay 24h) Apparently the administrator of the territory asked the controllers to take this money in order that they do not control anything because lots of teachers should not have to the right to teach (no paper no diploma etc…) and because the disappearance of money between point 1 and 4 I just explain would be discovered… So for the month of November (yes november... the money which arrived is for November…) I doubt the teachers will have a lot in their pocket…
It is just incredible what you can see here… All this corruption is so well organized and accepted that I have no idea how they could stop it…
